I was present at the ceremony and yes, the date of appointment for royal knights determines precedence for monarchs of the same rank. It was a very beautiful occasion - it was hard not to notice the extreme discrepancy in height between the two Kings and the Queen. They were not invested before, of course, as they had already been invested - only the two new members, Viscount Brookeborough and Lady Mary Fagan were invested(in the Castle, before the procession to the installation).
I know it, of course. But the precedence of a King derives from the date of accesion. So ,WA outranks Felipe. My question is if at a Garter ceremony the date of creation as Knight determines the precedence even if, based on international protocol , the date of accession is the relevant factor.

The King of Spain was appointed by Her Majesty on the occasion of the Spanish state visit in July 2017, and the King of the Netherlands was appointed on the occasion of the Netherlands state visit in October 2018.
Pictures of both State Visits show both Kings wearing the insigna of the Garter during the Gala Banquet of those State Visits !
