No this is a separate issue.
Carlos Hugo was born illegitimate so could not inherit the French Bourbon titles of HRH Prince etc.
Under Dutch law he was able to inherit the Dutch title of HRH Prince de Bourbon de Parme (which was created by Queen Beatrice) from his father the Duke of Parma even though he was illegitimate.
This is a matter of a change in Dutch law since titles are normally only inherited through the legitimate male line.
