Emma was indeed only a queen consort, later dowager queen. But she exercised sovereign duties on behalf of her minor daughter (Queen Wilhelmina) for nearly 8 years, after briefly on behalf of her husband (King Willem III). That's what a regent can legally do: the throne was not hers by right, but she nevertheless could FUNCTION as a sovereign.

So for all practical purposes, the Netherlands can be thought of as having had four female *rulers* -- notwithstanding the fact that the country is a constitutional monarchy, where the sovereign functions mainly as a figurehead.

While reading an article about the sovereigns of the Neatherlands, mention was made that the country had 4 female rulers. Weren't there only 3 Queens regnant? There would be 4 queens if Emma, as queen regent, were included in this conversation? Am I correct in my observation?
