Not quite: Ludovika was a younger half-sister of King Ludwig I, the paternal grandfather of Ludwig II. That made the mad king and Sissi half-cousins, once removed. But if they shared the same biological father, they would have been half-siblings.
But through her mother Ludovica, Sissi was a full cousin of King Ludwig II of Bavaria. So any resemblance could easily be explained.
Have there ever been any allegations that he was the biological father of King Ludwig II of Bavaria? The reasons for my asking are that 1) he was a notorious adulterer; 2) the resemblance between his famous daughter Sisi and his equally famous kinsman ("Mad Ludwig") is striking.
