Even in Parliament it was considered a bit mean not to give his children that title. The title count(ess) could have been reserved for the generation after Eloise, Claus-Casimir and Leonore.
Had 19th century conventions been applied the children of Constantijn would have been HRH prince(ss) of the Netherlands, prince(ss) of Orange-Nassau, jonkheer/vrouwe of Amsberg.
That however was never really expected even though the bill approving the marriage of Beatrix and Claus did foresee that option as their sons got those titles and it did not provide the limitation that the bill of approval of the marriage of Magriet and Pieter had: limiting the style of Highness and the title of prince(ss) of Orange-Nassau only to their children but not to further generations.
Is Countess Eloise of Orange-Nassau the first dynastic agnatic grandchild of a king or queen regnant to be denied a royal title -- which in her case would likely have been Prince(ss) of the Netherlands, with the qualification of at least Highness?
