If the current custom/law is being followed then there would be no need for a Letters Patent, so by extension, then yes, they are used to change what was previously the rule.
Another example of taking away something would be those issued by King George VI, to deny the qualification of Royal Highness to his prospective sister-in-law, the Duchess of Windsor. It has been explained that ordinarily, English common law would apply, in which case the HRH would be automatic with marriage. As such, it required Letters Patent to deny this honor to Mrs. Wallis Warfield Simpson.
