How does one then address an emir who serves as monarch of a country? Is he addressed differently from one who does not reign?
The emirs of Qatar and Kuwait and the rulers of the individual United Arab Emirates are styled Highness, a style which has (very rarely) been granted by the ruler to a close male relative, such as the heir.
Nigerian emirs are usually addressed as Royal Highness, for example the Emir of Kano.
Otherwise=, the "emir" is an honorific without such a style.
