Correct. Andorra is a bit of a special case because it does not have a resident monarch but two non-resident co-princes, but it is a monarchy nonetheless. The Order of the Knights of Malta is a sovereign entity, although it is not quite right to call it a "country" of any sort (or microstate, which is the term usually used) as it does not control any territory.

The miniature countries in continental Europe are Vatican State, Monaco, San Marino, Andorra, Liechtenstein, and the Order of Knights of Malta. etc.. Other than San Marino, they each have a sovereign or royal ruler?
