I'm not sure that a margraf or landgraf could be considered the equivalent of a duke. When the Emperor "upgraded" a margraf" it was to Fürst (prince) and not to Hertzog (duke).
Do you have any examples?
After the Holy Roman Empire collapsed, the landgrave of Hesse-Cassel and the margrave of Baden, like the dukes of Saxe-Weimar, Mecklenburg, and Oldenburg, all became grand dukes. If their relative status was so lowly, why would they have skipped princely and ducal rank?
