Why wasn't he canonized?

Yesterday, was the anniversary of the assassination of four Russian Grand Dukes. 28th January 1919 - the Grand Dukes Nicholas (1859-1919) and George Mikhailovich (1863-1919), Paul Alexandrovich (1860-1919) and Dimitri Konstantinovich (1860-1919) were murdered by a Bolshevik firing squad, within the walls of the Peter and Paul Fortress in St. Petersburg. Three of the four grand dukes George Mikhailovich, Paul Alexandrovich and Dimitri Konstantinovich were canonized as New Martyrs by the Russian Orthodox Church Outside Russia (ROCOR) on 1st November 1981. Does any one know why Grand Duke Nicholas Mikhailovich was not canonized?
