I believe that has generally been the case, throughout history -- that the mother of a king is a queen mother. Of course, she must also be the widow of a king, which was not the case with Therese of Bavaria. Likewise, neither Paola of the Belgians nor Sofia of Spain is a widow.
Helen of Greece and Denmark was Queen Mother of Romania and she was not the widow of a king. That example alone expands the understanding of who may be a queen mother.
I would argue that Paola and Sofia are both queens mother, and that their husbands are both kings emeritus and kings father.
That is, they are respectively queens and kings who are parents of kings, which is the ultimate broadest understanding of the terms.
