Yes it was. But it's not to me to ask why the last reigning Grand-Duke of Mecklenburg did not chose to give the style of Highness to Duke Georg... but didn't he made him a Duke of Mecklenburg? He did.
In order to succeed in Mecklenburg, dynasts had to be Dukes of Mecklenburg, in terms of a title, not of a surname... not being a Highness did not put them aside in succession terms.
Duke Christian Ludwig might not have been consulted when his elder brother the Hereditary Grand-Duke granted Duke Georg the style of Highness but it seems he did not oppose his father's decision of 1929.
In fact, by granting the style of Highness it seems the Hereditary Grand-Duke was just perfectioning the process.
