Because Grand-Duke Friedrich Franz IV did not give him the style of Highness...only Serene Highness, like Grand-Duke Kirill had given him.
Maybe he thought it was a too big step to consider him totally comparable in terms of "greatness" considering his family that did always obey the requirement of birth equality...

After 1918, and given non-equal marriages and possiblity of family extinction, it is not easy to strictly and stubbornly follow those centuries old pacts. Sooner or later they must make some exceptions...
