The succession is and was assured through the Princely House of Hohenzollern, just as it was when Michael's grandfather succeeded the childless first Hohenzollern King of Romania. Michael is a fine man and I can see why he would want to elevate his own descendants but it is in contradiction to the last monarchic constitution. He cannot change the succession at will.
If Romania restores a descendant of Michael to the throne then it would amount to a change of dynasty. If Michael is restored then the succession can actually be changed.
If Michael dies and the Prince of Hohenzollern declares himself HRH The Prince of Romania, he would have a perfectly legitimate case on account of the last monarchic constitution.
