The latter, IMHO. Following the governemental ADVICE his daughter had better not invited more than 4 guests for her 18th birthday party (it was in a big tent in the garden btw), but there you are; Let him who is without sin, cast the first stone... I feel strongly that apologizing for every mishap, harms the monarchy more than staying quiet about it.
King Willem Alexander has apparently expressed regret for holding a birthday party for his eldest daughter. I find this somewhat surprising after the Greek holiday fiasco. Starting to be too many regrets, perhaps, or has this been blown out of proportion?
