Not really. The two palaces in The Hague are in use but the Amsterdam Palace is most often just a museum and only gets used as a Royal residence for a limited amount of events.
the distance between The Hague and Amsterdam is not that long making it an easy commute and it did not require the court to make any additional arrangements to have the lunch in Amsterdam.
The palaces in the residence are easier to safeguard than the one in the capital.

Interestingly, lunch in The Hague and then to Amsterdam for the opening. Why not receiving the King of Spain in Amsterdam and having everything there? I suppose it would be easier and cheaper.
On October 10 King Willem-Alexander will host a private lunch for King Felipe of Spain before they both will attend the official opening of a special exhibition at the Rijksmuseum in Amsterdam.
