Isn't the gentleman seated next to Grand Duke Henri Archduke Rudolf of Austria? Being a grandson of a Princess of Parma he's presence makes sense (same goes for the Castro couple).

The grand Duke and Grand Duchess attended the celebration of the 500th anniversary of the castle of Chambord.
During these celebrations, the Grand-Duke ensured the presidency of honour of dinner and pronounced a speech as well.
