I wonder if a lot of American universities have programs in Luxembourg (some very brief googling didn't bring up a definitive count). When I was an undergraduate in the '90s I spent a summer term in Luxembourg with a program which my university still runs. The Grand Duchy was wonderfully welcoming (I have since been to a couple of events they have held in connection with the program at the embassy in Washington), so I would not be surprised if the Grand Duchy maintained similar relationships with many institutions.

To commemorate the event the Hereditary Grand Duke received the special distinction of becoming the 3rd generation of Luxembourg royals, after his father (in 1993) & grandfather (in 1979) of being proclaimed Doctor Honoris Causa for his social involvement.
