Beatrix was mainly unlucky. Her palace had been restored in a time when the worst materials and procedures were used. That meant they could not just do a bit, but had to do a lot. Beatrix herself only went away for a couple of weeks at the most leaving no time for extensive renovations.
Had she continued the use of other residences and for instance lived at Noordeinde Palace during the winter for a month or three the builders would have had a longer time to do some work.
