A serial would allow writers to explore all the different facets of Moon Knight's life and, while there's still going to be pressure to bring in viewers, they'll have a few episodes to figure out what works. At worst, fans might get a season's worth of Moon Knight to own on DVD before the show gets cancelled.
Overall, I think an animated series would be the best option because it'd be relatively cheap and it'd give the writers more freedom to throw in globe-trotting and supernatural creatures if that's the direction they want to take. That, or Marvel could introduce the character to a wider audience with one of their animated films. Most of those have been pretty good.
