I thought the title, as mentioned during the hurricane episode as the shanties were being ripped apart, suggests that people are helpless to know what's going to happen next and so they wait to see what God is going to do first so they can figure out how to deal with it. As Janie says to Phoeby later when she came back to Eatonville: two things everybody's got to do for themselves (I wont type in dialect so I can type faster). They got to go to God and they got to find out about living for themselves.
