Well ME, you may be right but from personal observation I never see cops even atempt to stop ATV's. They ride extended distances on "highways", through towns or just about anywhere they choose without hements, insurance or registration. Helmets should be personal choice whether you ride an ATV, Motorcycle, bicycle or horse. Try riding your motorcycle without a helment, license plate, registration or inspection through a town and see what happens. That was the point...
