Subluxation --- can hip get tighter with age ?

I just had my dog's hip's x-rayed today, and there is considerable subluxation in his hips. (Approximately 30% coverage of the femoral head) He is approximately 11 months old and I would like to know if anyone has had experience with this and if his hips can get tighter over the next year or so ?
