Filago Apiculata ?

I've come across a new (to me) wild flower that I think is one of the Cudwood species. I have very little knowledge just a liking for wild flowers and a book to look them up. It is growing in Berkshire in a newly shrubbed path verge, meant to be part of Rail Network screening of workshops. The plant is a couple of feet high, the petals are dark pink tipped with white. The stamens are creamy colour. Is it a Cudwood and is it rare? In which case who do I tell?
