Sm is the "authority" in other words the person who first suggested and had accepted the botanical name for the plant.
Sm is an abbreviation for James Edward Smith (1759 to 1828) who presumbably was the first to decribe the bleubell as Scilla nutans.
Since then it has become Endymion non-scriptus, Hyacinthoides non scriptus and now is now Hyacinthoides non-scripta.
Throughout all those changes it remained a good old English Bluebell.
