Posted by Tim Harrison it looks like Saxifraga spathularis (St. Patrick's Cabbage) which, within the British Isles, is native to W and SW Ireland. It is encountered occasionally as an escape or deliberate introduction elsewhere in the UK. The rosette doesn't look compact enough for or Saxifraga x urbium (Londonpride).
