Victoria Gardens is a little north of Ontario Mills. Its just an area where everyone goes with money.
Yeah San Bernardino looks like it got stuck in a certain time period. Like the early 90s, nothing has been really redone since than. I mean downtown Riverside is not the greatest either. But atleast some parts look decent.
