There are other legal reasons for someone to use a name like "Windy City Wing Chun" instead of just wing chun, such as trademarks, copyrights, being able to differentiate one style from another... and as for being recognized by the Wing Chun Kung Fu Council, that's politics! Why on EARTH would you form a point of critique on a style against someone because of how they're politically known, as opposed to what the style actually teaches and how effective it is? As long as it works efficiently and saves me from getting smashed, that's a good style right there.
