You may be right! I saw the picture and reacted to it before visiting the site. There are indications that Old Dave is an artist and he may have painted the picture after the photograph. The word "watercolor" is also used for the Photoshop effect - you use a watercolor filter - but in this case, it may well be a genuine ... watercolor paint. My apologies!
By the way, here are a few creations using the watercolor filter... None is as beautiful as Old Dave's.
