If you or your mother have a turkish ID you can find your brothers ID information (www.nvi.gov.tr. There are also some other web sites where you can gather some information such as ailekutugu.com, www.ailebuyukleri.com
You can find his social security number and you may find his work background (www.ssk.gov.tr)
Have you tried to contact Ministry of Education (MEB- Milli Egitim Bakanligi)if your brother is working at a public school you can chase where he works.
(I hope you can speak Turkish to find information on those web sites, if not I try to help you)
