You are in luck. I was thinking by you're description that the pin-lock cone that is attached to the plate was missing, which would be a hard to find item in brass. I would look at both the inside cone as well as the burner, but the burner first. If the burner is not original or has been bent, it will keep the inside cone from dropping down far enough to allow the pin-lock cone to lock. Your inside cone looks original to me with the notched area to matchup with the notched area on the outside cone, unless you made the notch on the inside cone.
Great lantern, it's the only one I have ever seen.
