That having been said, the B.S.3143 refers to a British design standard for road hazard lamps which were manufactured by several different companies, Kenyon being one of them, the Chalwyn versions seem to be more common here in the U.S. and there were others as well all being of the same basic design. It's up to you whether to restore the lamp or sell it as is.
A quick look at eBay here shows similar lamps going for between $10.50 to $25.00 (USD) and on eBay.co.uk they seem to be going for around £10.99 to £29.99.
