The BAT trademark was indeed German but I believe that all the kerosene roadworks hazard lamps of the type shown were made in the UK.
The link below to Richard's site in the UK gives a brief explanation of why and some photos of variants during manufacture.
Of note the lens colour did not always match the body colour although in Richard's photos they do.
This type of burner was always a simple taper fit into the fount (reservoir) but there are two index lugs to prevent the burner being rotated.
