This is the stuff I'd found as a solution. Rust Reformer liquid, which turns rust into a primer.
What I'd done was:
1. Poke a tool into the air chamber to scrape as much of the loose rust off as possible, then dump it out.
2. Pour some Rust Reformer into a paper cup, pinch it to make a spout. Cover tank opening in case of spill, and pour into air chamber, all around the tank top. Then tilt the lantern back and forth until you have a thin coating of the white Rust Reformer liquid all over the rusty top of the tank. Use a tiny LED light or bore light to be sure you've covered it all, reach in with a cheap disposable brush (like the kinds kids use for watercolors) to get any missed spots.
3. Let it dry, it'll turn black as it turns rust into primer. Done! No further rusting, lantern is in service.
Works for me, at least.
