Locomotive headlamps do show up on EBAY once in a while.
If you are serious about making one, and looking for a cheap source of a reflector, check ebay for traffic signal reflectors. Up untill they recently switched to LED traffic lights, the incandecent bulbs had a really nice reflector behind them. I'm not sure, but they may be stainless steel. They never seem to rust. They come in a couple different sizes as well. They generally go for about $10 bucks new.
You will find a hole in the center that the light bulb passed through. I would think a piece of mirror or sheet stainless could be glued over the hole if it was an issue.
