These were barricade lights made in England and Australia and probably other countries. The odd handle went around the cross bar, which was rounded. When I was in England in the fifties and sixties these were being used everywhere. The barricades were simple, a rounded crosspiece with two X shaped ends, They had black and white striping. These lanterns were made by Chalwyn ,Bat,Kenlite, and a few other companies. Some were marked by initials of the owner. I know that L.C.C. was for London County Council.Today the big lighting company for barricade lighting in the U.K.is Tildawn, and they are distributed over here.I have two types of those. I hope this helps you out.
