You have a truck flare made to comply with Interstate Commerce Commission regulations for warning lights for trucks broken down along highways after dark. These were in use from the late 1930's into the 1950's. These are fairly common items, but this is the first Red Flare Signal Corp one that I have seen. I saw your post on the Lamp Guild site. The patent number refers to a 1929 patent for a torch burner hood assigned to the Toledo Pressed Steel Company, makers of the Toledo Torch. This flare was either made by Toledo or Red Flare paid a license fee to Toledo for use of the design. For more information on torches and truck flares see the attached link:
