Look for bare walls in your house and consider them all a reason to buy another lantern :-)
It would not be unbelieveable to have either factory original or at least WW1 era applied black paint. It would reduce the reflective glare. I would assume that they would prefer non-reflective finishes on a WW1 batteleship.
Since they didn't have access to spraypaint cans from Walmart back then, if the paint job does not look like it was done with a paint brush then possibly the factory rather than a Navy "swabby" should get the credit for the black paint.
Of course, this is all just my guess.
If you do decide to remove it, chemical rather than abrasive methods would be the way to go. I have never used my favorite paint stripper ("ZAP") on anything but tin plated steel, so I don't know if there would be any compatability issues with brass. An experiment would be in order first I would think.
