Hello Rick,
The holes in the top were likely used to mount electrical hardware to make a lamp out of it or to hang on a porch wall or to hang from the arm of one of the little concrete jockey yard ornaments popular 25 years ago. I have seen a lot of nice lanterns butchered this way. Railroad lanterns seem to be the most plentiful with the hole as they were at one time plentiful and of a smaller size lending themselves to modification as an electric lamp or light.
