APTA tractors

Can there be any doubt that the APTA Grand American Superfarms would not compete well against the NTPA and even the top Outlaw Superfarms? Looking at the results at Fort Wayne, kinda tells the story. I think the same can be said for the Diesel Superstocks.
My question is: Are there some different rules in the ATPA that keep them behind? Or is Indiana/Ohio just that far behind in those classes?
