The short answer is that yes, it is possible to have all three in one dachshund out of hunting bloodlines. However, most dogs are better at some hunting tasks than others. Some dachshunds are better at flushing than at blood tracking, others are better at den work than flushing and so on. Training certainly matters but if the inborn instinct is not there then training is not going to change a poor tracking prospect into an excellent one.
