Do you have the website address? I have reviewed the DNR website and did not see a prohibition. I could not find the website you mentioned. I know that you do not want to track without a weapon -- but sometimes it is necessary. I spend a fair amount of time hunting in suburban settings and some of the private property that borders where I hunt will give me permission to track but without a weapon or a local park that does not permit hunting. I also think if you lose the track -- it would be better to continue with a dog and no weapon that not recover the animal -- if those are your only options
