This trait (opening on fresh scent) is in your beagle's genes and it is very hard to eliminate behavior that has such a strong genetic basis. Beagles have been bred to tongue on rabbits and often they are very vocal on deer scent too, especially when it is relatively fresh. I am not sure how to deal with it; perhaps there is nothing you can do about it except for tracking when a line is cold.
