There is a tracking group in TX with a site texastrackers.com You could contact them (there's an entire list of phone numbers there and contact alot of people in a short amount of time) Also one could put a sign on the side of the road where the dog was found as the owner will probably be cuising the road lookin for it being that it has a radio collar...
