How do u trail a young dog to walk on the leash?

Hi , I have a 4 mth old jack russel, I am having difficulities to get him to follow me on the leash. he just sit down and i will have to drag him along (legs not moving) I have alos tried to squat down to encourage to come.
Also I realise that young dogs are quite fearfull on the new enviroment. i.e brought it to the park, it is shivering but after a while it starts to explore and becomes bolder.
can tips on how to get the pups aclimatise with enviroment quickly much appreciated.
