This could be "A Likely Lad" - a 6 part BBC serial shown in 1992. It concerns a young boy whose father owns a grocery shop. The boy has aspirations to go to grammar school whilst his father insists he begin work for an insurance company. It was set in Victorian Manchester and based on the book by Gillian Avery.
