I don't believe they are updated on a regular schedule, but rather they are updated when an author decides there is room for improvement. MCDP-1 was published originally as FMFM-1 in 1989. The most recent revision was published in 1997.
The important thing to remember about the doctrinal publications is that they are not manuals that are to be kept near you and referenced to solve problems. They are broad publications that should be read, understood, and learned from. That being said, requiring a Marine to possess them doesn't make alot of sense. Instead, responsible leaders of Marines are expected to have read them, and understand their basic principles.
