What is the "C" supposed to be?

I found something that seemed rather odd to me. There was a photo in the USMC photo archives that showed a Marine's dog tags, and next to the "USMC" there was a letter "C." Of all the letters, "C" was the last one I would have expected to see there. It doesn't seem like an error because it was on all three tags.
