Lateral Move/ Career Planner

I looked for MCO on lateral moves, but I still don't have some information. Who can get a lateral move? I know it can happen upon re-enlistment, but I heard it can happen after only 2 years. Is this true? Is it 2 years TIS or 2 years FMF?
