Some software can be licensed to an "individual", rather than just one computer. news-2-you, for example, will allow you to access their site from many computers as long as it is one therapist and one caseload. I've had the same issues that you have had with other software, though. I've actually had to have one removed from one computer to load it on a computer at another campus. The software was purchased with "speech" budget, but was assigned to one classroom and had to be officially switched.
